5.a New planning guidance on Biodiversity, Carbon Offsetting and Parking - public consultation Hertsmere Borough Council has published three draft Supplementary Planning Documents (SPDs), which provide detailed advice and guidance on a number of current planning policies. The draft SPDs have been prepared to help ensure development has a positive effect on the environment and you are invited to submit any comments on them as part of a public consultation. In 2019, the council declared a climate emergency, committing to achieving net-zero emissions no later than 2050 and in 2020, an interim Planning Policy Position Statement on Climate Change. The public consultation will run from Tuesday 4th October until 5pm on Tuesday 15th November 2022. The SPDs were also approved by the council’s Executive in September for interim use in the consideration of planning applications determined on or after 15th September 2022. 6.a PL/0280/22 - Aldenham Golf And Country Club, Church Lane, Aldenham – Proposal: Application for the proposed importation of 180,000m of inert soil to facilitate the change of use of agricultural land to accommodate an extension to the existing golf and country club, comprising a new par 3 golf course and practice ground, together with a water abatement soakaway, attenuation pond and temporary construction access.

6.b 22/1778/HSE - 66 Shenley Hill Radlett – Proposal: Alterations to roof to include raising ridge height, rear dormer with 2 juliette balconys, skylight and alterations to fenestration

6.c 22/1781/HSE - 22 Morgan Gardens Aldenham Watford – Proposal: Conversion of loft to form habitable space including alterations to roof ridge height and pitch angle, 3 dormer windows to rear and insertion of 4 roof lights to front.

6.d 22/1787/HSE - 47A Oakridge Avenue Radlett – Proposal: Conversion of loft to form habitable space including rear dormer and insertion of roof lights to front and rear elevation. Part single, part two storey rear extension, extension to existing garage and alterations to fenestration.

6.e 22/1738/VOC - Holmesdale Common Lane Radlett – Proposal: Application for variation of Condition 2 (plans) to allow for changes to fenestration and removal of hanging tiled panels at first floor level, and Condition 3 (windows in first floor right flank elevation) to remove requirement for the windows to be non-opening below a height of 1.7m from floor level following grant of planning permission 21/2368/VOC

6.g 22/1817/HSE - Malden Back Lane Letchmore Heath – Proposal: Demolition of existing rear conservatory, construction of a single storey side and rear extension and alterations to fenestration. Associated landscaping to rear garden to include new raised patio and removal of existing pond

6.h 22/1823/HSE - 24 Aldenham Avenue Radlett – Proposal: Construction of a part single, part two storey front extension, single storey side extension, and alterations to fenestration. Conversion of loft to habitable space to include rear dormers with 2 x Juliet balconies and insertion of 6 x front roof lights

6.i 22/1824/HSE - 2 Penne Close Radlett – Proposal: Construction of a single storey side and rear extension and alterations to fenestration to include the removal of existing front porch roof and extension of front glazing. Conversion of loft to habitable space to include insertion of roof lights and solar panels to roof structure and insertion of Juliet balcony to first floor rear elevation Associated landscaping works to existing driveway to provide additional parking.
